The call follows a conversation between the U.S. Secretary of State and the Mexican Foreign Minister.

On Monday, Mexican President Claudia Sheinbaum will speak with United States President Donald Trump amid tensions over threats of ground attacks against drug cartels on Mexican soil.

She delayed her daily morning press conference to make time for the call, which follows a conversation between U.S. Secretary of State Marco Rubio and Mexican Foreign Minister Juan Ramon de la Fuente.

The Mexican Foreign Ministry stated that the diplomatic dialogue took place under the principles of respect for sovereignty, shared responsibility, mutual trust, and cooperation without subordination, and reaffirmed Mexico’s position regarding the threats.

Previously, Trump accused the cartels of “controlling Mexico” and causing up to deaths annually, while 75 Democratic members of the U.S. Congress warned of the disaster that bombing Mexico would entail.

De la Fuente and Rubio finalized details of the Border Security and Law Enforcement Cooperation Program, agreed upon in September 2025, to reduce border crime and curb trafficking of drugs and arms.

Under the Cooperation Program, both governments are committed to meeting regularly to evaluate progress and ensure the achievement of objectives, which poses a binational agenda for security collaboration and bilateral diplomatic relations.

During the signing of the agreement in 2025, the Mexican Foreign Minister emphasized that the understanding will allow for better security outcomes, benefiting both governments and their people.

President Sheinbaum has previously stated that intervention is not an option for Mexico and has reiterated that the relationship with the United States is one of collaboration without subordination.
