Venezuelan Acting President Delcy Rodriguez Calls for Dialogue, Peace at UNGA

Venezuela’s Acting President, Delcy Rodríguez, addressed the United Nations General Assembly this Wednesday, outlining the country’s position on major global challenges while calling for dialogue as the path to resolving international conflicts and announcing the start of a new political era aimed at national reconciliation.
Acting President Delcy Rodriguez during her speech to the 81st United Nations General Assembly (UNGA) emphasized Venezuela’s vision for a new political and diplomatic chapter, promoting peace and cooperation as a means of resolving political differences worldwide.
Rodriguez also highlighted the devastating impact of sanctions on Venezuela’s development and called for a dialogue and understanding in the face of global conflicts.

Rodriguez opened her address on September 23, noting that she has spoken from the same podium at different points in her career, first as Foreign Minister, then as Executive Vice-president, and now as Acting President of the Bolivarian Republic of Venezuela.
“In all of these moments, the great themes, aspirations and concerns of humanity have been a subject of reflection,” she affirmed.
Commitment To Peace
The Venezuelan Acting President stressed that her government maintains clear positions in the face of these global challenges, chief among them a firm commitment to peace and a rejection of violence.
“On these challenges, Venezuela has maintained and continues to maintain very clear lines. First, its commitment to peace and its rejection of violence,” she said, adding that understanding and dialogue, rather than confrontation, should guide the resolution of international conflicts. “We firmly believe in the power of understanding and dialogue,” Rodriguez stated.
“Peace is not an aspiration, but the only truly human way forward,” she added, extending solidarity to peoples suffering from war and noting that her country stands with “citizens of the world who seek their happiness, their development and their freedom.” She also called for a joint international effort against transnational crime, framing it as a shared challenge requiring coordinated global action rather than unilateral responses.
“The transformation of a political relationship based on dialogue, negotiation and diplomacy. That is why today Venezuela aspires with United States, with its neighbors, with all the countries of our continent and the international community, to rebuild and sustain relations of cooperation, respect and equality,” Rodriguez stated.
Global Development
The Venezuelan Acting President The president emphasized the importance of respecting the rights of nature as the only path to the sanctification of human life and the inclusive growth paired with social justice. “Inclusive development with social justice is needed to mitigate poverty and alleviate the suffering of hundreds of millions of people, mainly in the Global South,” she stated. In this sense, Rodriguez warned that economic and financial coercive sanctions directly undermine freedoms and slow human development.
Rodriguez defended multilateralism and sovereignty on foreign policy, while she affirmed that Venezuela is prepared to cooperate internationally on energy, security and transnational crime, including through renewed engagement with the United States “despite existing differences.”
In addressing energy security, Rodríguez stressed that international stability requires resolving the trilemma of ensuring a secure supply, affordable prices for development, and environmental sustainability. International stability “requires simultaneously guaranteeing supply security, affordable prices and environmental sustainability,” she said.
“Energy security is essential for sustaining the international economy and development. Without a doubt, Venezuela plays and will continue to play a very important role in this international formula,” she affirmed, enhancing the Venezuelan role in that equation, highlighting the recent bilateral agreement between United States and her country as one of the largest signed, contributing to the energy balance of the hemisphere and the world.
In addition to her focus on peace and energy, Rodríguez reaffirmed Venezuela’s rights over the Guayana Esequiba and called on Guyana to engage in negotiations. She underscored the need for a new political era based on truth, justice, and respectful dialogue to resolve differences, emphasizing Venezuela’s aspirations to build its own destiny amidst an economic blockade that has impacted its development model.
National Dialogue Underway
Turning to domestic matters, Acting President spoke of “the material, moral and spiritual reconstruction” of the country, framing it as central to Venezuela’s path forward.
“I want to build from the rubble of division the foundations of a new Republic, plural, deeply spiritual and at peace with itself, but also at peace with a world, unfortunately, less and less integrated every day,” she said, describing the start of a new political era grounded in genuine political dialogue.
“I am pleased to announce that Venezuela has begun a process of democratic transformation for its rebirth. An orderly, institutional and verifiable process to build a country that is freer for all, more prosperous and more reconciled with itself,” she detailed, in a call for closing the phase of division in order to start a new political era.
The Venezuelan Acting President outlined several pillars guiding this process of national reconstruction, including legal reform to strengthen the functioning of the state and provide greater legal certainty, as well as what she described as the responsible exercise of politics, guaranteeing participation from different sectors of society.
“Venezuela has undertaken a process of institutional review to strengthen the functioning of the State and be able to provide legal security that not only national and international investors need, but also our citizens who do not feel overwhelmed by an arbitrary power, but are at their service,” she said about the reform of justice in the South American country.
In this sense, Rodríguez noted that a political dialogue with the opposition had already begun, conducted on equal terms for all parties. “There will be elections in Venezuela,” she affirmed before the assembly, assuring that “Venezuela will guarantee real participation conditions for all political forces in the country.”
The Venezuelan Acting President closed her remarks by calling on the international community to accompany Venezuela’s process of national reconstruction, while insisting that any support must respect the country’s right to self-determination and sovereignty.
Text reads: “Venezuela is ready to speak to the world. From the United Nations, we bring our voice and the will to continue building a future of peace, stability and development.”
Rodríguez’s speech was a clarion call for a more just and equitable world, one where dialogue and understanding prevail over conflict and sanctions. Her words resonated with the global community, reaffirming Venezuela’s commitment to a future built on peace, sustainability, and mutual respect.
