UN Experts Urge End to Coercive Measures Against Cuba

UN human rights experts call on Washington to halt threats and revoke measures they say violate international law.


Special Rapporteurs and Independent Experts of the United Nations Human Rights Council on Tuesday called for an immediate end to threats against Cuba and urged the United States to revoke unilateral coercive measures imposed on the island.

In a statement, the experts warned that attempts to alter the constitutional order of a sovereign state through threats and coercion undermine fundamental principles of international law and the United Nations Charter.

“Attempts to alter the constitutional order of a sovereign State through threats and coercion are reminiscent of practices from the colonial era,” the experts stated. They added that “the statements of the U.S. President regarding the ‘honor of taking Cuba’ reflect a deeply troubling strategy of coercion against a Sovereign State.”

Text Reads: Special Rapporteurs and Independent Experts of the Human Rights Council of the #HR of the@ONU_es issued today a statement qualifying the accusations by the United States against Army General Raúl Castro Ruz as a violation of the UN Charter and International Law, and the misuse of judicial procedures as an instrument of coercion. They urged the United States government to immediately cease the threats against #Cuba and revoke the unilateral coercive measures; they emphasized that no State should recognize those measures, and requested that the Security Council and the UN General Assembly urgently address the threats against Cuba as an issue affecting international peace and security.

The UN mandate holders also raised concerns over the recent federal indictment against former Cuban President Raúl Castro, arguing that it appears linked to broader efforts aimed at challenging Cuba’s sovereignty.

“The recent federal indictment of former Cuban President Raúl Castro appears to be linked to these efforts to undermine Cuba’s sovereignty,” they said. According to the experts, “this misuse of domestic judicial proceedings against sitting or former Heads of State as an instrument of coercive foreign policy constitutes an abuse of process that violates the principles of sovereign equality and self-determination enshrined in the Charter of the United Nations.”

The statement further referred to U.S. President Donald Trump’s invocation of the Monroe Doctrine and what the experts described as assertions of U.S. predominance in the Western Hemisphere.

“This claim is not mere rhetoric, but part of a broader strategy that includes the long-standing embargo against Cuba, its designation as a State sponsor of terrorism, the recent fuel blockade, and the imposition of coercive measures on third parties,” they said.

The experts also pointed to the announced deployment of the USS Nimitz to the southern Caribbean, describing it as an additional element of unlawful coercion. They argued that the move runs counter to Articles 2(4) and 2(7) of the UN Charter as interpreted by the International Court of Justice.

“These actions form part of a disturbing trend of illegality and disregard for multilateralism and the Charter of the United Nations. The normalization of coercion and threats of regime change undermines the integrity of the entire international legal order,” the statement said.

The experts stressed that “an equitable and democratic international order requires that all States, regardless of size or power, participate on an equal footing, free from undue pressure.”

They called on the United States government to immediately cease all threats against Cuba’s sovereignty and repeal unilateral coercive measures that, according to the experts, contravene international law.

The signatories also urged UN member states to refrain from recognizing or implementing measures that violate the principles of sovereign equality and non-intervention, while encouraging governments to take appropriate action within the UN system to uphold the international legal order.

They further called on the UN Security Council and the UN General Assembly to urgently address the threats against Cuba as an issue affecting international peace and security.
