North Korean leader highlights strategic partnership treaty in message to Vladimir Putin during WWII commemoration.
North Korean leader Kim Jong Un on Saturday congratulated Russian President Vladimir Putin on Victory Day, marking the Soviet Union’s victory over fascism in World War II, according to a message released by the state news agency Korean Central News Agency.

“On behalf of the Government and the people of the Democratic People’s Republic of Korea, I extend my sincerest congratulations to you, the leadership of the Russian state and the fraternal Russian people on the occasion of the 81st anniversary of victory in the Great Patriotic War,” Kim said in the message.
The North Korean leader said Pyongyang gives “top priority” to relations with Moscow, particularly through the comprehensive strategic partnership treaty between the two countries, which establishes mutual assistance in the event of aggression.
Kim also praised the “unmatched courage” of Russian troops and the “patriotic spirit” of those who fought during World War II, describing them as defenders of global peace and security.
“We are guiding the current Korea-Russia relations and writing a new and brilliant chapter of sovereignty, dignity, peace and prosperity, in line with the common ideals and aspirations of the peoples of our two countries,” Kim stated, adding that he does so “with satisfaction and pride.”
The message reaffirmed Pyongyang’s commitment to implementing bilateral agreements “always” and “responsibly.” The statement follows previous exchanges between the two leaders, including a congratulatory message sent by Putin after Kim’s reelection in North Korea.
Kim also expressed confidence that relations between both countries would continue to deepen and that existing agreements would be strengthened “invariably.”
“Pyongyang will always stand with you and the fraternal Russian people,” the North Korean leader said.
Russia is commemorating the 81st anniversary of the Soviet victory over fascism in 1945, one of the decisive moments that marked the end of World War II in Europe. This year’s celebrations are taking place with some adjustments to the usual military participation amid the conflict in Ukraine and reported violations of the ceasefire agreed upon for the symbolic date.
