In response to growing regional tensions and recent natural tremors, Venezuela conducted a nationwide emergency preparedness drill on Saturday, September 27, 2025. The Vice President for Policy, Citizen Security, and Peace, Diosdado Cabello, announced the installation of 400 instruction points across the country to educate citizens on effective responses to natural disasters and armed conflicts.

This mass drill, carried out under presidential instruction, aimed to strengthen the nation’s capacity to respond swiftly and effectively to threats such as earthquakes, fires, intoxications, floods, and both natural and man-made conflicts. Cabello emphasized that prevention is the cornerstone of disaster management and that the entire Venezuelan population must be trained to act appropriately in times of crisis.

“Every Venezuelan must understand the essential training required to face any emergency,” Cabello stated. The drill featured participation from over 11,700 officials belonging to Protection Civil (PC), firefighters, police, military health personnel, and the Bolivarian National Armed Forces (FANB), who coordinated within 411 different scenarios throughout the country.

Cabello highlighted the importance of united civic, military, and police efforts in ensuring public safety and preparedness. He also praised the massive voluntary participation by Venezuelans, indicating a growing culture of awareness and resilience among citizens. The instruction points served as educational hubs where officials shared knowledge on evacuation techniques, first aid, and crisis management protocols.

In addition, Cabello invited young Venezuelans to join the National Experimental Security University (UNES) to gain formal training in security and emergency response disciplines, signaling the government’s long-term commitment to building a robust civil protection infrastructure.

The drill took place against a backdrop of heightened geopolitical tensions in the Caribbean region. In the weeks preceding the drill, Venezuela experienced a series of seismic events, including tremors registering up to magnitude 6.3 without causing casualties. This sequence of earthquakes, coupled with the presence of U.S. naval forces nearby, has prompted Maduro’s government to elevate national preparedness measures.

President Nicolás Maduro has previously referred to perceived threats from the United States, accusing Washington of pursuing regime change under the guise of combating drug trafficking. The Venezuelan government maintains that such international pressures reinforce the necessity of ongoing civil defense exercises and strengthening national sovereignty.

During the drill, schools, hospitals, and public institutions practiced established emergency procedures designed to protect lives and property in case of real calamities. The aim was to ensure that both civilians and emergency services could operate in a coordinated and efficient manner.
