The president described Raúl Castro as a statesman of international stature, promoter of the Proclamation of Latin America and the Caribbean as a Zone of Peace, and recalled his fundamental role as a mediator in the Colombian peace dialogues, as well as his facilitation in the historic meeting between the leaders of the Catholic and Russian Orthodox churches.

The president paid tribute to the 32 Cuban combatants fallen in Venezuela on January 3, 2026, and praised the bravery of five members of the Border Guard Troops, who neutralized a recent armed terrorist incursion with caches of war supplies.
