Cuba Evaluates Implementation of 2026 Economic and Social Program

The State Council expressed its gratitude to the ‘Our America, Convoy to Cuba’ initiative.

On Friday, the Cuban Council of State reviewed the implementation of the 2026 Economic and Social Program. The session was chaired by President Miguel Díaz-Canel, Assembly President Esteban Lazo, and Prime Minister Manuel Marrero.

Marrero explained that work focused on finalizing the Program’s update and developing guidelines to address fuel shortages. He also noted that additional components were incorporated into the Economic Plan and the State Budget. Furthermore, he indicated that the guidelines were enriched by contributions resulting from the public consultation process.

Nancy Acosta, head of the Directorate for Attention to Local Administrations, reported on economic and social development at the municipal and provincial levels through the implementation of science and innovation, with broad public participation.

Among the approved regulations was Decree 140, “On the Decentralization of Powers and Transfer of Resources to the Territories.”Decree 148, “Amendment to the Decree ‘On the Strategic Management of Territorial Development,'” was also cited, along with other complementary resolutions.

Text reads, “The regular session of the Council of State conducted an evaluation of the Cuban government’s Economic and Social Program for 2026. The evaluation was led by Esteban Lazo and included the participation of President Díaz-Canel and Prime Minister Mario Marrero Cruz. The members of the Council of State approved general guidelines for the development of the popular-participatory movement “My Neighborhood for the Homeland”, which aims to promote a set of actions in the community and in the neighborhood based on the country’s priorities.”

During the session, the general guidelines for the popular-participatory movement “My Neighborhood for the Homeland” were approved, with three work fronts: Safe Neighborhood, Participatory Neighborhood, and Productive Neighborhood, as explained by Ana María Mari Machado, Vice President of the Cuban Parliament.

Esteban Lazo emphasized the importance of this movement in supporting the implementation of the Government’s Economic and Social Program in 2026, with unity and creativity at the local level, motivated by the centennial of the birth of the historical leader of the Cuban Revolution, Commander-in-Chief Fidel Castro Ruz, and the 50th anniversary of the People’s Power system.

The Council of State also approved the decree-law amending Law No. 1307, which changes the name of the Higher Institute of International Relations to the “Raúl Roa García” University of International Relations, as explained by Walter Baluja, Minister of Higher Education.

The Council also reviewed compliance with Law No. 132 on the organization and functioning of Municipal Assemblies and People’s Councils, as well as the assessment of Agreement X-23 concerning the relationship between deputies and voters.

Finally, the Council of State expressed its recognition and gratitude to the “Our America, Convoy to Cuba” initiative, comprised of parliamentarians from various countries and members of the European Parliament, for its support and solidarity with Cuba in the face of the economic and financial blockade imposed by the United States more than six decades ago.
