On Monday, Canadian Prime Minister Mark Carney announced that his country and India seek to conclude negotiations on the Comprehensive Economic Partnership Agreement (CEPA) before 2026 ends, to double bilateral trade to US$50 billion.

He emphasized that the pact will “reduce barriers” and “create opportunities” for exporters, investors, and workers, while Indian Prime Minister Narendra Modi described it as an “absolute priority” of economic policy.

Modi underscored that Canadian pension funds have already invested US$100 billion in India, reflecting “confidence” in its growth, and that CEPA will enable new employment opportunities in strategic sectors.

The agreement seeks to boost trade in technology, artificial intelligence, and critical minerals, as well as consolidate contracts such as the US$2.6 billion uranium supply deal and Canada’s entry into the International Solar Alliance.

Carney will also visit Australia and Japan to strengthen trade and political relations in the Indo-Pacific, diversifying partners amid U.S. President Donald Trump’s trade policies.

His visit to India consolidates the normalization of bilateral relations after the diplomatic crisis that began in September 2023, when then-Canadian Prime Minister Justin Trudeau accused India of being “linked” to the assassination of dissident Hardeep Singh Nijjar.

In response, India sanctioned Canada, and in October 2024, Ottawa expelled Indian Ambassador Sanjay Kumar Verma and five diplomats following accusations by the Royal Canadian Mounted Police of a “campaign of assassinations and violence.”
