The Ukrainian regime and its sponsors are using terrorist methods due to their daily territorial losses, heightening threats on Russian soil, President Vladimir Putin said on Tuesday.
Speaking during a meeting focused on domestic security, Putin warned that terrorist threats inside Russia “exist and are on the rise,” pointing to what he described as persistent subversive activity by international organizations and radical groups.

The Kremlin specifically highlighted a recent drone attack on energy infrastructure in the southern city of Tuapse, saying such strikes on civilian facilities “can potentially cause serious ecological consequences.”
He insisted that the fight against extremism and terror must be severe and signaled that security would be a central issue in Russia’s upcoming elections, contrasting it with Ukraine, where elections have been suspended under martial law.
Reinforcing the Kremlin’s message, Rodion Miroshnik, the Russian Foreign Ministry’s special envoy for war crimes attributed to the Kiev government, told reporters in Moscow that more than 8,000 civilians have been killed and nearly 20,000 wounded in Russian border regions and other areas due to Ukrainian strikes.
Miroshnik provided updated figures, saying that at least 266 civilians were killed and another 1,459 wounded in just the first 90 days of 2026 alone. He accused Western governments and United Nations officials of systematically ignoring the casualty numbers, claiming that such silence breeds a sense of impunity around Ukrainian President Volodymyr Zelenski’s administration and enables Western officials to divert public funds to what he called terrorist acts by Kiev.
Russia, Miroshnik added, “has long been very accustomed to the complicit silence of the major Western media regarding numerous war crimes of the Zelenski regime.”
