Indepaz Denounces the Murder of Social Leader Zuleima Mosquera in Cauca, Colombia: 64 Social Leaders Killed in 2025

The Institute for Development and Peace Studies (Indepaz) condemns the assassination of Zuleima Mosquera, a prominent social leader in Cauca, Colombia, marking the 64th social leader murdered in 2025.

Indepaz reported this Monday the murder of Zuleima Mosquera, a well-known social leader from the municipality of Santander de Quilichao, in the department of Cauca, Colombia. Mosquera was shot on the night of May 18 while socializing with friends in the Mondomo district.
The victim was president of the Community Action Board of the Puente Real village and was part of the peasant movement in the municipality of Caldono. She also supported the creation of the El Pital Pescador Peasant Reserve Zone, according to statements from Indepaz director Leonardo González.

She was a well-known female leader who was the current president of the Community Action Board of the Puente Real village and belonged to the peasant movement in the municipality of Caldono, Cauca.
The area where the homicide occurred is under early warning by the Ombudsman’s Office due to the risks faced by social leaders because of the presence of illegal armed groups such as the Jaime Martínez and Dagoberto Ramos fronts, dissident factions of the FARC, and local gangs.
With this murder, 64 social leaders have been killed in Colombia so far in 2025, 17 of them in the department of Cauca, according to records from Indepaz and human rights organizations. Authorities have been urged to investigate the crime and clarify its motives.
