Florida Sues OpenAI and Sam Altman Over ChatGPT’s Harms

Attorney General accuses AI tool of instigating shootings, fueling addiction, and eroding critical thinking.
On Monday, Florida’s Attorney General James Uthmeier filed a lawsuit against OpenAI and its chairman, Sam Altman, accusing the company’s ChatGPT artificial intelligence tool of inciting and contributing to the planning of shootings, creating addiction in minors and weakening users’ critical thinking.

“This long list of harms stems from the defendants’ insatiable pursuit of winning the AI arms race and amassing vast fortunes, despite knowing the danger of ChatGPT,” the lawsuit states.
The civil lawsuit is separate from a criminal investigation Uthmeier launched in April against the AI company for allegedly “advising” the perpetrator of a mass shooting that left two dead at Florida State University in 2025.
The lawsuit accuses OpenAI of deceptive and unfair trade practices, negligence, violating product liability laws, fraudulent misrepresentation and causing a public nuisance.
“ChatGPT was designed by the defendants to keep users hooked on conversations by any means, regardless of truthfulness, because this leads to greater use of the chatbot, more training data for its improvement and a higher market value for OpenAI,” the attorney general’s office added in its filing.
The lawsuit seeks to protect local residents from OpenAI and reduce the risks of what it considers a public danger. The filing holds Altman responsible for these safety failures and directly accuses him of the resulting harm.
Florida is the first U.S. state to sue the AI company and its founder over design and safety issues. The action reflects Florida’s growing legal battle against AI companies.
In March, a family in the state sued Gemini, accusing Google’s chatbot of driving a man to suicide by making him believe they were in a romantic relationship and that his death was necessary for them to be together.
