The Indigenous movement warns of ‘false flag’ actions amid ongoing national strike.

On Tuesday night, Ecuador’s Confederation of Indigenous Nationalities (CONAIE) rejected accusations of an alleged “assassination attempt” against President Daniel Noboa.

Earlier, during a nationwide strike that has continued for three weeks, the presidential motorcade was attacked with stones while trying to pass through one of the roadblocks in the province of Cañar.

Following the Ecuadorian authorities’ account of the events, mainstream media outlets and influencers aligned with the right-wing government began circulating messages blaming social organizations for the supposed “attempted assassination.” In response to these accusations, CONAIE issued the following statement:

“The CONAIE governing council expresses its deep concern over the events that took place in the province of Cañar, where the presidential motorcade, including the President’s official vehicle, entered a resistance zone and was attacked with stones. Far from being an accident, this incident constitutes a provocation by the National government, which repeats the script of the so-called ‘humanitarian convoy’ to justify repression.

In this context, we alert the country to possible false flag operations aimed at criminalizing the Indigenous and popular movements, diverting attention from Ecuador’s severe social, economic, and political crisis.

We question the actions of the presidential security detail. Was the risk of entering a mobilized area not assessed? Is there not an advance team responsible for evaluating risks before each movement?

The State must guarantee the President’s safety without exposing the civilian population or using official routes as political provocation. These decisions reflect the warlike stance of the Noboa administration, which insists on responding with military force instead of seeking solutions through dialogue.

We reject the unfounded accusations of assassination or attempted assassination and condemn the inhumane treatment of those detained, including an elderly person. We demand respect for due process, their immediate release, and a fair trial free from political pressure. We remind the authorities that justice is not administered through social media or through irresponsible statements by ministers.

The Government has responded with military measures to legitimate demands that require political and social attention. What is needed are political solutions that allow the crisis to be overcome with justice and respect.

We reiterate that our mobilizations are legitimate; they arise from state neglect and structural exclusion. The Indigenous movement is not terrorist — it is a historic movement in defense of life, dignity, and the rights of the peoples.

We call for an independent and impartial investigation, with participation from national and international human rights organizations, to clarify the events in Cañar, determine accountability, and guarantee the release of those unjustly detained.

We reaffirm our commitment to peace, dialogue, and national unity in defense of life and the dignity of the peoples.”
