Jorge Rodríguez, president of the National Assembly of Venezuela, stated that the General Amnesty Law is part of the initial contribution of revolutionary forces to the start of the national dialogue.
“We aspire to reach sufficient consensus for it to be unanimously approved in parliament,” the deputy wrote on his Telegram account.

The legislator spoke to the press after concluding an extensive day of two meetings that addressed the proposals of acting president Delcy Rodríguez to achieve total peace and stability in the country in the current situation.
The head of the Legislative Branch indicated that true dialogue is that which “allows for the development of proposals for early victories” on social, cultural, economic, and political issues, and a roadmap where everyone has sufficient guarantees of political participation.
She considered that, from the perspective of the Bolivarian forces—united in the Great Patriotic Pole—an initial contribution “is precisely the Amnesty Law” announced by the acting president on January 30th at the opening of the 2026 Judicial Year of the Supreme Court of Justice.
The goal is that, despite the existing diversity and plurality, “we can coexist with respect and, above all, with respect for the law and justice” in the country, he emphasized.
The legislator said he hopes this legal framework will be “sufficiently broad” to allow for the release of prisoners and the restoration of their political participation. He also mentioned receiving reports of alleged non-governmental organizations charging the families of those deprived of their liberty.
This General Amnesty Law, he stressed, establishes “the mechanisms” for people to regain their freedom “provided they fall within the categories established” in the legislation, which will be debated in Parliament.
He recalled that Commander Hugo Chávez (1954-2013) established two laws and a pardon, and that President Nicolás Maduro, in 2020, issued a presidential pardon, primarily for the members of the 2015 National Assembly, which was composed of opposition sectors.
“We would like this law to send a powerful and potent message of the intention of a new political moment, one that accelerates dialogue between the political, social, economic and cultural factors of the country,” he stressed.
Obstacles cannot be insurmountable when it comes to peace.
For his part, Congressman Nicolás Maduro Guerra stated that this new legal provision must guarantee that politics unfolds without violence, hatred, or military invasions.
The Amnesty Law, proposed by acting president Delcy Rodríguez, seeks reconciliation and forgiveness. It will not end political differences, but it will end hatred.
Therefore, all political forces are necessary for the peaceful construction of the country. The country must move toward reconciliation and development.
