“Venezuela categorically rejects the ruling issued on 1 May 2025 by the International Court of Justice, in relation to the abusive and interventionist provisional measures requested by the Cooperative Republic of Guyana against the Venezuelan electoral process for the choice of the authorities of the state of Guayana Esequiba,” the communique reads.

The Venezuelan state ratified that true to its historical position, it will never recognize or acknowledge the jurisdiction of the ICJ nor comply with any decision emanating from it to settle the territorial dispute over the disputed territory.

“This territorial dispute is governed by the 1966 Geneva Agreement, a legally binding instrument that established the obligation of the parties to settle the territorial dispute through a practical and mutually acceptable arrangement,” Venezuela’s government reminded.

According to the statement, Venezuela clarifies that nothing in international law allows the ICJ to interfere in matters that are exclusive of domestic law of Venezuela, “nor seek to prohibit a sovereign act, organized within the framework of its participatory political system and based on its Constitution and national legislation.”

Guayana Esequiba is “an indispensable part of the Venezuelan territory and a legacy of our liberators,” the statement also states that its defense is a “historical, constitutional and moral mandate that unites the entire Bolivarian Homeland,” and specifies that international pressure, judicial blackmail or a foreign court that will make Venezuela go back on this conviction.

“The Bolivarian Republic of Venezuela once again demands that the Government of Guyana stop delaying direct negotiations and strictly comply with the Geneva Agreement, as the only valid way to a final solution, peaceful and mutually satisfactory on the territory of Guayana Esequiba. The soul of Venezuela is expressed in the irrevocable decision to defend our sacred territory of Guayana Esequiba.”
