Venezuela and Uruguay to Resume Consular Services

Diplomatic relations began to improve with the election of Yamandu Orsi as Uruguayan President.
On Thursday, Venezuela and Uruguay announced that their foreign ministries will soon resume consular services in Caracas and Montevideo, aiming to serve the communities of both nations.

According to a statement issued by Venezuela’s Foreign Ministry, the decision followed a series of meetings between delegations from both governments. The talks prioritized providing services to citizens without conditioning progress on the formal reestablishment of diplomatic relations.
On Tuesday, Uruguayan Foreign Minister Mario Lubetkin acknowledged that the absence of full diplomatic ties with Caracas has hindered efforts to resolve everyday issues affecting both Venezuelan and Uruguayan citizens.
For that reason, Lubetkin stressed the urgency of creating a consular channel to process requests and provide assistance, without implying a full restoration of diplomatic relations.
Both parties welcomed the decision, saying it will allow for the reestablishment of a minimal institutional framework to meet consular demands.
Relations between Venezuela and Uruguay were strained during the administration of former President Luis Lacalle (2020–2025), who refused to recognize President Nicolas Maduro, re-elected by Venezuelans in the July 28, 2024, elections.
In response, the Venezuelan government demanded the withdrawal of Uruguayan diplomats from Caracas, as well as representatives from Chile, Panama, Peru, Argentina, the Dominican Republic and Costa Rica.
The situation began to shift following the election of Yamandu Orsi as president of Uruguay in November 2024, when the Bolivarian leader expressed willingness to build a cooperative relationship with the new Uruguayan government.
