Venezuela has reaffirmed its commitment to a multipolar world order and economic diversification by launching a robust agenda of cooperation with Russia at the St. Petersburg International Economic Forum (SPIEF).

Senior officials, including Attorney General Tarek William Saab and Minister of Tourism Leticia Gómez, spearheaded initiatives to deepen bilateral ties, building on the historic strategic partnership agreement signed by Presidents Nicolás Maduro and Vladimir Putin in May.

Attorney General Tarek William Saab, chair of the National Commission for Constitutional Reform, presented Venezuela’s ambitious constitutional reform process to an international audience.

Saab emphasized that the reform aims to foster a self-sustaining economic model and broaden democratic participation, reflecting the government’s commitment to social inclusion and national sovereignty.

“We belong to a generation born in the early 1960s that believes in reinvention, transformation, renewal, and positive adaptation to changing times,” Saab declared, highlighting the necessity of adapting Venezuela’s legal framework to new global realities.

The text reads: Attorney General Tarek William Saab participated in the St. Petersburg Economic Forum, where he presented a paper on the possible inclusion of a self-sustaining economic model in the Venezuelan Constitution.

The reform process, extended through 2025, seeks to gather input from all sectors of society, ensuring the new Constitution reflects the collective aspirations of the Venezuelan people. This inclusive approach underscores Venezuela’s dedication to participatory democracy and the construction of a new economic paradigm.

Minister of Tourism Leticia Gómez led high-level meetings with Russian officials, including Yevgeny Grigoriev, to expand tourism cooperation. The discussions focused on increasing direct flights between Russian cities and Venezuela, improving air and sea transport links, and developing joint tourism initiatives. These efforts are supported by a bilateral cooperation agreement and are seen as crucial for strengthening both nations’ economies.

The text reads: #SPIEF25 | During the @forumspbru, we held a meeting with the Governor of St. Petersburg, Alexander Beglov, together with our Minister of Foreign Trade, @godoycoromotove, and our Ambassador, Jesús Salazar, to whom we extended a fraternal greeting on behalf of our president, @nicolasmaduro, in celebration of the recent meeting between both leaders as part of the commemoration of the 80th Anniversary of Victory in the Great Patriotic War. This exchange reaffirmed the commitment to strengthen bilateral relations and strategic cooperation between the Bolivarian Republic of Venezuela and the Russian Federation.

Gómez also participated in the panel “Professionals for Tourism and Hospitality: Investing in Human Capital, Education, and International Cooperation,” where she outlined Venezuela’s potential as a tourism destination and the opportunities for international collaboration.

“Strategies were discussed to boost tourism as an important sector for strengthening the economies of both nations,” Gómez stated, emphasizing the importance of human capital and educational exchange.

Venezuela’s delegation held strategic talks with OPEC Secretary General Haitham Al-Ghais to address global energy challenges and reaffirm Venezuela’s role in stabilizing oil markets. The Maduro government’s commitment to OPEC’s founding principles and its active participation in multilateral forums demonstrate Venezuela’s determination to defend fair energy prices and resist unilateral sanctions.

The strategic partnership agreement, signed in Moscow, cements cooperation in energy, defense, technology, and finance, and sets the stage for deeper collaboration in international organizations such as the United Nations. Both nations have pledged to resist the “collective West’s” attempts at economic coercion, advocating instead for a just and equitable multipolar order.

The comprehensive agenda advanced at SPIEF reflects Venezuela’s resilience and diplomatic agility amid ongoing international pressure. The Maduro government’s alliance with Russia, formalized through more than 350 cooperation agreements, provides a roadmap for economic diversification, technological modernization, and the defense of national sovereignty.

As the 28th edition of SPIEF brings together global leaders and business representatives, Venezuela’s active participation signals its readiness to engage with emerging powers and shape a new era of international relations based on solidarity, mutual respect, and shared prosperity.
