On July 2, 2025, the US government officially confirmed the suspension of military aid shipments to Ukraine, signaling a significant pivot in its foreign policy under the so-called “America First” doctrine. Matthew Whitaker, the US envoy to NATO, openly stated that the priority now is to secure American defense capabilities before continuing to arm Kiev.

This decision, reported by multiple Western outlets including Politico and NBC News, comes amid growing concerns over the sustainability of US military stockpiles and reflects a broader recalibration of Washington’s imperialist strategy.

The Pentagon’s freeze affects a broad array of weaponry previously supplied to Ukraine, including Patriot missile interceptors, Stinger and AIM air-to-air missiles, Hellfire and GMLRS systems, and thousands of 155mm artillery shells.

These arms were funded primarily through two mechanisms: direct drawdowns from existing US military reserves and the Ukraine Security Assistance Initiative (USAI), which finances new production contracts with defense contractors.

This interruption follows an internal review ordered by US Defense Secretary Pete Hegseth, who has publicly aligned with the “America First” approach, emphasizing the need to maintain US strategic defense capabilities.

The suspension marks a departure from the Biden administration’s earlier commitment to sustaining military aid and highlights the Trump administration’s reluctance to extend further support to Kiev.

Matthew Whitaker’s candid remarks on Fox Business reveal the true nature of Washington’s policy: a retreat from its previous aggressive posture in Eastern Europe, cloaked in nationalist rhetoric. “We first have to take care of the United States’ needs,” Whitaker asserted, underscoring the prioritization of US military power projection over the defense of Ukraine’s sovereignty.

This policy shift exposes the transactional and self-interested character of US foreign aid, which has long been framed as support for democracy but in reality serves to maintain imperialist dominance. The reduction in aid comes as Kiev voices frustration over what it perceives as diminishing US commitment, a predictable outcome of Washington’s recalibration.
