U.S. Policy Toward Cuba is Criminal and Violates Human Rights

Trump will enforce the ban on tourism to Cuba by maintaining records of all travel-related transactions for at least five years.

On Monday, Cuban President Miguel Diaz-Canel criticized the administration of U.S. President Donald Trump for adopting new arbitrary sanctions against his country.

“The U.S. is adopting a new aggressive plan against Cuba. Responding to narrow interests that do not represent the majority in that country, it is further tightening the economic blockade. The goal: to inflict the greatest possible harm and suffering on our people. The impact will be felt, but we will not be broken,” he said.

Earlier, Cuban Foreign Minister Bruno Rodriguez accused the United States of “criminal behavior and violations of human rights” after learning that Trump had signed a National Security Memorandum to intensify economic pressure measures.

“The presidential memorandum against Cuba, released today by the U.S. government, reinforces the aggression and economic blockade that punishes the entire Cuban population and is the main obstacle to our development. It is a criminal act and a violation of the human rights of an entire nation,” Rodriguez said.

The White House said the memorandum “puts an end to economic practices that disproportionately benefit the Cuban government, armed forces, intelligence agencies or security services.” To that end, Washington is prohibiting direct or indirect financial transactions with entities controlled by the Cuban military, such as the Business Administration Group (GAESA) and its affiliates.

The Trump administration also intends to enforce the ban on U.S. tourism to Cuba through regular audits and by maintaining records of all travel-related transactions for at least five years.

These measures, which will begin to take effect within the next 30 days, support the ongoing economic blockade against Cuba and oppose international initiatives—such as those at the United Nations—calling for its end.

Through this national security memorandum, the White House reversed actions taken by former President Joe Biden’s administration that had eased pressure on Cuba by lifting some of the restrictions imposed by Trump during his first term (2017–2021).
