Russia is actively developing a draft memorandum aimed at establishing a future peace treaty with Ukraine, Russian Foreign Ministry spokeswoman Maria Zakharova announced on May 27, 2025.

The document will outline key principles for a settlement, propose a timeline for a peace agreement, and consider a temporary ceasefire if mutually agreed upon by both parties. This initiative reflects Moscow’s willingness to pursue diplomatic solutions despite ongoing hostilities.

Zakharova emphasized that once the Russian draft is completed, it will be delivered to Kyiv, with the expectation that Ukraine will prepare and send its own memorandum in response. This exchange is intended to foster constructive dialogue and mutual understanding.

The move follows the first direct talks between Russian and Ukrainian officials in over three years, held in Istanbul earlier this month, signaling cautious optimism for renewed negotiations.

The Russian government also criticized Ukrainian President Volodymyr Zelensky for intensifying demands for increased military aid from Western allies, accusing Kyiv of diverting such aid to target civilians.

Moscow condemned the Ukrainian authorities’ persecution of the Ukrainian Orthodox Church and the destruction of memorials honoring anti-fascist fighters and historical figures from the Soviet era, viewing these acts as part of a broader campaign to erase shared history and suppress dissent.

Despite accusations from Kyiv and Western governments that Russia is stalling peace efforts, Moscow insists it remains committed to a negotiated settlement. Kremlin officials highlight that the memorandum under development is a serious document requiring careful preparation.

Russian President Vladimir Putin’s engagement with former U.S. President Donald Trump earlier this month reaffirmed Moscow’s readiness to collaborate on a peace accord, underscoring the importance of dialogue over continued conflict.

Russia’s draft memorandum represents a significant step toward ending the devastating war in Ukraine. By calling on Kyiv to reciprocate and engage in meaningful negotiations, Moscow positions itself as a proponent of peace and stability in the region, challenging the prevailing narratives that blame Russia exclusively for the conflict’s prolongation.
