Over 1,500 Haitians Killed in 1st Semester of 2025: BINUH

On Friday, the United Nations Integrated Office in Haiti (BINUH) released a report showing that at least 1,520 people were killed and 609 injured during the second quarter of the year in Haiti.

The violence occurred mainly in the metropolitan area of Port-au-Prince. Most of the killings were carried out by criminal gangs, BINUH said, calling the human rights situation on the island “extremely concerning.”
“Attacks continue to cause serious human rights violations and worsen an already dire humanitarian crisis, leading to mass displacement with dramatic consequences, especially for women and children,” said Ulrika Richardson, BINUH’s acting chief.
Criminal groups have expanded and intensified their attacks beyond Port-au-Prince, particularly in the Centre department and the Lower Artibonite region.
According to the report, gang advances in the capital have slowed somewhat, although the situation remains highly unstable in some areas, such as the municipality of Kenscoff.
Sexual Violence and Child Exploitation
The report also recorded at least 185 kidnappings and 628 victims of sexual violence between April 1 and June 30. It highlighted documented cases of sexual slavery, sexual exploitation, human trafficking, and child exploitation.
Gang members continued using killings, mass rapes, and kidnappings to maintain control over populations in areas under their influence, BINUH said, adding that 64% of the deaths and injuries occurred during security force operations against criminal groups. More than a third of these casualties were the result of explosive drone attacks.
Civilian Victims and Summary Executions
The BINUH report stated that at least 15% of the victims were individuals with no ties to the gangs, who were killed or injured while on the street or in their homes.
While at least four security force members were killed during these operations, BINUH said some police officers and the government commissioner of Miragoâne may have been involved in 73 summary executions.
The report also noted that 12% of those killed or injured were victims of violent acts attributed to self-defense groups and civilians linked to the “Bwa Kale” movement, which targets alleged gang members and suspected collaborators.
Humanitarian Crisis Worsens
The ongoing armed violence has once again triggered large-scale population movements and deepened the humanitarian crisis. As of June 30, more than 1.3 million people were displaced across the country, which has a population of more than 11 million and is the poorest in the Americas.
The UN office urged the Haitian government and the international community to intensify efforts to combat gangs while strictly respecting human rights and the rules governing the use of force.
BINUH also called for accelerating the creation of specialized judicial centers, continuing background checks within the national police, and protecting the population.
The UN office further urged the international community to support the full deployment of the Kenya-led Multinational Security Support Mission and to intensify efforts against arms trafficking.
