Miranda Governor Candidate Elio Serrano Reaffirms Commitment to Grassroots Power

The Socialist candidate is optimistic about his victory in the May 25 elections.

During an interview with teleSUR President Patricia Villegas, Elio Serrano, the candidate for governor of Miranda state, reaffirmed his commitment to strengthening grassroots power in the region.

“We will work to consolidate the government of People’s Power and implement the Homeland Plan,” said Serrano, the candidate of the United Socialist Party of Venezuela (PSUV), expressing optimism about his chances of winning the election scheduled for Sunday, May 25.

On that date, eight candidates will vie for the governorship of Miranda for the 2025–2029 term: Juan Requesens (UNT – UC); Elio Serrano (PSUV – GPP SB); Eric Ondarroa (Alliance of the Pencil); Maximo Sanchez (Neighborhood Force); Merida Cabrera (Red Flag); Maria Garcia (National Electoral Union); and Armando Melo (National Democratic Confederation).

Explaining the challenges his administration will face, Serrano emphasized the need to consolidate the collective efforts of progressive forces, given that six municipalities in Miranda are currently governed by the opposition. Nevertheless, the PSUV candidate noted that the opposition in Miranda has shown respect toward public institutions, which has made it possible to achieve peace in this Venezuelan region.

The text reads, “The people of Santa Lucia entrust all of Miranda to Elio Jose Serrano Carpio, a simple, humble, hard-working man, willing to solve problems in Miranda.”

“We were once labeled the most violent territory, but the current reality is different: the people’s demands and actions have created common ground,” Serrano said, highlighting the progress made during his time as interim governor of Miranda.

“We have succeeded in dismantling criminal gangs and reducing them practically to nothing,” he said, adding that the next administration must address the issue of potable water service.

Currently, this service covers 60% of the population and requires new investment to ensure that residents have consistent access to clean drinking water every day. Improving basic services will, in turn, help attract private investment and generate jobs in Miranda, Serrano said, underscoring the importance of fulfilling Venezuelan President Nicolas Maduro’s call to “strengthen the 13 engines of the economy.”

Responding to teleSUR President Villegas’ question about whether he believes he will win the May 25 election, Serrano expressed confidence in victory. “We are going to give our all and devote our capabilities to the service of the people to ensure that the government of Miranda achieves the best possible outcomes,” he said.

Elio Serrano, 61, is an electrical engineer who has served as interim governor of Miranda since 2024. He first rose to prominence in politics in 1995, when the Movement Toward Socialism (MAS) sponsored his candidacy for councilor in Paz Castillo Municipality, where he later served as mayor until 2008. He also served as a legislator in the National Assembly.
