Israel has withdrawn its primary delegation from indirect negotiations with Hamas in Qatar following the Palestinian group’s rejection of the U.S. special envoy’s hostage release proposal.

On May 20, 2025, Israel announced it has withdrawn its main negotiating delegation from indirect talks with Hamas held in Doha, Qatar. The decision came after Hamas rejected the hostage release plan proposed by U.S. special envoy Steve Witkoff. The Israeli government stated its agreement with the U.S. proposal and said it had been communicated to Hamas through intermediaries.
Sources close to Hamas reported that the Israeli delegation had not engaged in substantive negotiations since May 18, citing what they described as obstruction by Israel. Hamas maintains that the Israeli offensive in Gaza and related policies prevent progress in the talks.
Qatar Condemns Israeli Military Escalation
Qatari officials criticized Israel’s announcement of an expanded military offensive in Gaza, describing it as “irresponsible and aggressive.” They stated that this escalation undermines efforts to reach a ceasefire and worsens the humanitarian situation in Gaza. Qatar continues to serve as mediator in the ongoing conflict.
