Hungarians Strongly Opposed to Ukraine’s EU Membership

Hungary does not wish to share a political community with a country at war, PM Orban pointed out.

On Thursday, Hungary’s Prime Minister Viktor Orban stated that a recent consultation shows that a large majority of Hungarian citizens are opposed to Ukraine’s accession to the European Union (EU).

“More than two million Hungarians have made their voice heard,” he told reporters ahead of the European Union Summit in Brussels.

The non-binding “VOKS 2025” consultation, which began on April 15 saw 2,284,732 votes submitted nationwide. Of the 2,278,015 valid ballots, 2,168,431 respondents – approximately 95 percent – voted against Ukraine’s EU membership, while just over 109,000 supported it.

The initiative, launched by the Hungarian government, was intended to gauge public opinion before a final decision is made in Brussels.

The text reads, “What a pride but what pride! Amazing ! During the Voks 2025 referendum, 95% of the Hungarians clearly expressed their rejection of the accelerated membership of Ukraine to the EU.”

Orban said the outcome provides him with a strong mandate at the summit and emphasized that Hungary cannot be bypassed in the EU enlargement process, as a unanimous agreement is required at multiple stages of accession talks.

“Nothing can happen today with legal consequences regarding Ukraine’s membership,” he said recalling that Ukraine’s wartime situation poses a risk to the European Union. Hungary does not wish to share a political community with a country at war, Orban pointed out.

Although other member states may issue a joint declaration in support of Ukraine, the EU will not have a common stance without Hungary’s consent, he stressed.
