Deep divisions within the EU over Middle East policy slow down the adoption of sanctions against Israel amid the escalating humanitarian crisis in Gaza, highlighting political complexities and calls for accountability from left-wing perspectives.

The European Union faces significant internal challenges in agreeing on sanctions against Israel over its ongoing military actions in Gaza, which have precipitated a humanitarian catastrophe. Despite mounting pressure from many member states and progressive voices urging accountability for violations in Gaza, key countries such as Germany and Italy are quietly impeding progress toward sanctions.
According to diplomatic sources, efforts to initiate formal procedures for sanctions in EU decision-making bodies have been stalled, reflecting profound political disagreements that underscore the complexities of EU foreign policy on the Middle East.
Left-wing political organizations and progressive European lawmakers stress that the EU has both a moral and legal obligation to respond decisively to Israeli policies driving Gaza’s humanitarian disaster.
Citing international law, including rulings from the International Court of Justice and investigations by the International Criminal Court accusing Israeli officials of war crimes, these sources call for tangible measures such as suspending the EU-Israel Association Agreement, halting military exports, and cutting funding streams that support Israel’s occupation.
The European Commission’s recent recommendation to partially suspend Israel’s participation in the Horizon Europe research funding program represents a modest step aligned with these demands. However, critics argue that bureaucratic hesitations and political compromises dilute the urgency required in the face of ongoing suffering in Gaza.
The crisis in Gaza is severe, with reports of famine conditions and widespread civilian starvation fueled by blockades and military operations. While Israeli officials deny claims of widespread hunger, independent sources and humanitarian organizations characterize the situation as catastrophic.
We have proposed to partially suspend Israel's participation to Horizon Europe, specifically concerning the participation of entities established in Israel in activities funded under the Accelerator of the European Innovation Council.

Progressive media outlets and left-wing advocacy groups within Europe highlight the EU’s significant economic ties with Israel, including being one of its largest trading partners, and argue that the bloc’s reluctance to impose stronger sanctions amounts to complicity in the occupation and violence.
Calls for comprehensive sanctions extend beyond symbolic measures, demanding a full arms embargo and financial accountability for companies that profit from or facilitate the Israeli military regime.
The failure to reach a qualified majority for sanctions reflects the deep political fractures within the EU, prioritizing human rights and international law must overcome geopolitical and economic considerations. As the humanitarian toll in Gaza worsens by the day, progressive voices urge the European Union to break the paralysis and adopt meaningful actions that hold Israel accountable and relieve Palestinian suffering.
