Decree on Foreign Commotion is ready for consultations, announces President Nicolás Maduro

Within the framework of the XX Anniversary of the Strategic Operational Command of the Bolivarian National Armed Forces (Ceofanb), the President of Venezuela, Nicolás Maduro, announced that the Decree of Foreign Commotion, prepared in the Council of State, is prepared to initiate a process of legal and social consultation in the National Council of Sovereignty and Peace.

“It is the co-responsibility of the entire society, of all the institutions, of all the people, in the face of a small, medium, large, local, regional or national threat, to defend the homeland from aggression,” said the Bolivarian president, stressing the importance of unity to protect national sovereignty.

He also specified that the decree would be applied only “if the homeland is militarily attacked, which we hope, with God’s favor, does not happen.”

In addition, President Nicolás Maduro announced the creation of 335 Integral Defense Areas, integrated with 5,336 communal circuits, which will operate together with military units, Popular Bases for Integral Defense and Militia Communal Units.

 These structures, distributed in 25 Integral Defense Zones — one for each state plus Caracas, the capital — are designed to respond to any external threat, especially those from the U.S. government.

The president stressed that the Organic Law on Security of the Nation establishes comprehensive defense as a collective responsibility, with eight scenarios defined to manage conflicts.

“All structures have to have well-established and well-precise orders,” the Venezuelan leader emphasized, reiterating the country’s preparedness for possible aggressions
