More than 2,000 advisers meet to discuss proposals linked to China’s next five-year development plan.


China’s top political advisory body opened its annual session on March 4 at the Great Hall of the People in Beijing, with President Xi Jinping and senior Chinese leaders attending the inaugural meeting.

The fourth session of the 14th National Committee of the Chinese People’s Political Consultative Conference (CPPCC) began with the participation of over 2,000 political advisers representing social sectors, mass organizations, and political parties.

Xi Jinping attended the opening session alongside senior leaders Li Qiang, Zhao Leji, Cai Qi, Ding Xuexiang, Li Xi, and Han Zheng. Delegates approved the agenda for the current session, which forms part of China’s annual political cycle.

During the meeting, advisers are expected to conduct consultations and deliberations aimed at providing proposals and policy recommendations for the formulation and implementation of the country’s 15th Five-Year Plan. The process aligns with the policy direction set by the Central Committee of the Communist Party of China.

Wang Huning, chairman of the CPPCC National Committee, presented the work report of the Standing Committee. He said the body had served over the past year as a comprehensive platform for consultative democracy while aligning its work with national development goals.

Wang called on political advisers to strengthen social consensus and gather collective expertise to ensure a solid start for the new five-year plan in 2026. He also stressed the importance of upholding the leadership of the Communist Party of China, carrying out political responsibilities with high standards, and supporting national strategic priorities and public interests.

The session also reviewed the handling of proposals submitted since March 2025. According to the report, the CPPCC National Committee received 5,992 proposals, of which 5,061 were accepted for processing.

Authorities reported that 99.9 percent of the accepted proposals from the previous period received responses, reflecting the functioning of China’s consultative political system. The mechanism integrates political parties, social organizations, individuals without party affiliation, and different social sectors into policy consultation.

The session is scheduled to conclude on March 11.
