Government and People Testing Direct Democracy
President Maduro described this electoral campaign as unprecedented, reflecting a “necessary and infallible method for a new form of government: government by the people.” He explained that this model breaks away from traditional representative politics by focusing directly on the concrete agendas of communities.
“Our school is an empowered community,” he said, praising the grassroots teams supporting his leadership. This approach aligns with ongoing efforts to institutionalize communal councils and popular consultations that deepen democratic participation from the bottom up.

Beyond electoral politics, the Bolivarian leader addressed broader social challenges, highlighting Venezuela’s commitment to a humanist process of justice in a world rife with inequality. He recalled the rescue of a Venezuelan migrant child Maikelys Antonella Espinoza Bernal, contrasting this humanitarian act with the harsh realities faced by migrants in the United States.
The Venezuelan President questioned the silence of international bodies like the International Criminal Court and the UN High Commissioner for Human Rights in the face of global injustices, including the Gaza conflict and migrant disappearances, reaffirming Venezuela’s dedication to defending human dignity.
The president’s vision extends beyond elections to a comprehensive constitutional reform aimed at embedding communal democracy into Venezuela’s legal framework. This reform seeks to replace relics of the bourgeois state with mechanisms that empower communes and popular organizations, fostering direct democracy as the foundation of governance.
This process represents the true democratic path for Venezuela, one that revitalizes political participation and advances social justice in line with the Bolivarian Revolution’s ideals.
President Maduro’s message is clear: Venezuela is charting a new democratic course that transcends traditional liberal models, rooted in popular power, community empowerment, and social justice. As the country approaches critical elections and constitutional changes, this innovative model aims to consolidate a democracy that truly belongs to the people.
