Argentina to Grant Citizenship to Foreign Investors Without Residency Requirement

The security-related institutions will be involved in evaluating applications to citizenship.

On Thursday, President Javier Milei signed a decree granting Argentine citizenship to foreign investors, even if they do not reside in the South American country.

“A foreign individual who has made a significant investment may apply for Argentine citizenship… through the Citizenship by Investment Agency,” the decree states.

“Once the application is submitted, the Agency will evaluate whether the investment made by the applicant qualifies as ‘significant,’ in accordance with criteria set by the Economy Ministry,” it adds.

Besides defining the responsibilities of the agency, Milei’s decree establishes that time spent residing in Argentina will not be a factor in determining eligibility for citizenship.

The text reads, “In the Israeli Parliament Milei announces that the Argentine embassy will be transferred to Jerusalem in 2026.”

The Ministries of National Security and Justice, the Financial Intelligence Unit, and the State Intelligence Secretariat will be involved in evaluating applications. Ultimately, foreign investors will also need approval from the General Directorate of Migration, an office under the Executive Branch.

Neither the text of the decree nor official sources specified the minimum investment amounts that will be considered “significant” under the new regulation.

The measure comes as Argentina faces an urgent need for foreign capital to offset its monetary reserve shortfall—an issue that could serve as a prelude to an unprecedented macroeconomic crisis.
