Yan'an, China’s Communist Party Base Is No Longer Labeled Poor

Approximately 195,000 and a total of 693 villages can now be considered out of poverty in those areas, which U.S. journalist Edgar Snow wrote in his 1937 book "Red Star over China" that it was "one of the poorest parts of China" he had ever seen.

The former revolutionary base of the Communist Party of China (CPC), Yan’an, is no longer labeled as "poor," since its last two impoverished counties have risen standards of living, the provincial government announced Tuesday.

After an investment of 6.25 billion yuan (US$ 920 million) from the central and local governments in the last four years, poverty-stricken residents in the counties of Yanchuan and Yichuan, with a population of 192,000 and 120,000, now only account for 1.06 and 0.58 percent, which meets the country's requirement to cast off the title, Shaanxi provincial poverty relief office stated.

The historical city was home to the Yan'an Rectification Movement, also known as Cheng Feng, which was the first ideological mass movement initiated by CPC, hosting the headquarters of the CPC and the center of the Communist revolution from 1935 to 1948. 

This bid to activate local economies is part of the key objectives of President Xi Jinping’s effort to encourage regional development through better integration in inland economies, which goes in line with the One Belt, One Road initiative. Xi has stressed the need to end poverty in old revolutionary base areas and improve local people's standard of living.

To ensure that every household rises out of poverty, the city has sent a total of 1,784 Party chiefs, 1,546 working teams and 37,400 cadres to live in the villages to help with poverty alleviation.
