Uruguayans Close Campaigns Before Referendum On Neoliberal Law

On Tuesday, Uruguayan citizens marched from the University of the Republic (UDELAR) to Montevideo’s Obelisk to close the campaign in favor of the repeal of 135 out of 476 articles of the 2020 Act of Urgent Consideration (LUC).

"We support this cause to avoid that social achievements we build with so much effort fade," citizen Cesar Troncoso told outlet Pagina 12. The articles that citizens demand to repeal comprise reforms to oil prices settlement, the right to demonstration, and the payment of wages to workers.

Article 235, for instance, establishes that the Regulatory Unit for Energy Services (URSEA) must set an import parity price of fuel every 60 days, a mechanism that harms consumers since international prices have considerably increased after the Ukraine-Russia conflict.

In three other articles, LUC declared agglomerations impeding the movement of persons or goods illegitimate and enabled the Interior Ministry to take "appropriate" measures to prevent such situations.

Article 392 recognizes the right to strike. However, it guarantees the right of nonstrikers to continue working during demonstrations and of managers to enter the premises freely.

The LUC also raises the cash transaction limit to US$100,000 — which facilitates money laundering and tax evasion practices— and leaves to the employee and the employer the wage payment procedure negotiations.

A Cifra Consultant survey showed that 41 percent of citizens are likely to support such articles repeal. Nevertheless, 10 percent of participants are still undecided about the vote.
