Bolivia has been one of the few countries to ratify all international instruments of the universal human rights system and its optional protocols, Racicot said.

According to the high commissioner, prior to the inauguration in 2006 of the of President Evo Morales, the country had a bad record on human rights.

He also praised the results of the work by the inter-ministerial team made up of the Ministry of Justice, the Attorney General's Office and the Ministry of Foreign Affairs for the creation of the Plurinational System for Monitoring and Statistics of the recommendations on Human Rights.

"This demonstrates the great commitment of the State, with the protection and promotion of human rights and the important international position assumed by the government in this area," he stated.

Foreign Minister, David Choquehuanca, said that the Plurinational System of Monitoring, and Statistics is a search tool and recommendations accessible to all people.

We have periodically received recommendations and all these issues have to be transparent and easily accessible to the population. Citizens often do not know how to defend their human rights and this is an appropriate tool, he analyzed.
