Mexican President Announces Plan for Peace and Justice in Michoacan

Sheinbaum unveils a three-part strategy to address violence following the assassination of Uruapan Mayor Manzo.
On Tuesday, President Claudia Sheinbaum announced the “Michoacan Plan for Peace and Justice,” a comprehensive strategy to address violence in that Mexican state following the assassination of Uruapan Mayor Carlos Manzo on Nov. 1.

“Our commitment is to uncover the truth and deliver justice in the case of the cowardly murder of Carlos Manzo,” she said, adding that the presence of the National Guard has been reinforced in Uruapan, a city of more than 300,000 residents.
Sheinbaum explained that the plan will be built “from the ground up,” with the participation of communities, local authorities and social sectors.
“Michoacan is a state with history, strength, and dignity. That cowardly homicide hurts not only his family and his community but all of Michoacan and the country,” she emphasized.
Sheinbaum noted that the plan is based on three pillars. The first one focuses on security and justice, strengthening federal and local forces, creating a special prosecutor’s office for high-impact crimes and holding biweekly security meetings with the federal cabinet.
The second pillar addresses economic development with justice, including social security and fair wages for day laborers, investment in rural infrastructure and agreements with the productive sector. Finally, the third pillar centers on education and culture for peace, through school, sports and arts programs.
The text reads, “The Apatzingan City Hall is ablaze. Protesters are demanding justice for the murders of Bernardo Bravo and Carlos Manzo, the mayor of Uruapan. The unrest is spreading throughout Michoacan.”
“We will restore peace through justice, protect our communities and show that peace can be built from the ground up, with dignity and hope,” the Mexican leader said.
This week, Sheinbaum’s cabinet will meet with community representatives, traditional authorities, churches and business sectors to finalize the plan, which is expected to be presented no later than next week. “Peace is not imposed by force; it is built by people, by communities and through the daily work of those who love their land,” Sheinbaum concluded.
Manzo’s killing, which occurred after a public Day of the Dead event, has sparked widespread outrage in Michoacan, where protests and clashes between demonstrators and police have been reported. One of the suspected attackers was killed after the assault, and two people were arrested for their alleged involvement in the crime.
On Sunday morning, the Mexican government said Manzo had been under federal and municipal protection since 2024, which was reinforced in early 2025.
In Uruapan, authorities have documented the presence of criminal organizations such as the Jalisco New Generation Cartel, the Knights Templar, Los Viagras, Pueblos Unidos, and Los Blancos de Troya.
