Iran Demands UN Probe into Abduction of Diplomats in Lebanon, Holding Israel Responsible

On the 43rd anniversary of the abduction of four Iranian diplomats in Beirut, Tehran calls on the United Nations to establish a special commission to investigate their fate. Iran condemns Israel’s ongoing refusal to cooperate as a continued act of terrorism and violation of international law.

Iran has formally held Israel responsible for the disappearance of four Iranian diplomats abducted in Lebanon in 1982, urging the United Nations to take urgent action and establish a commission to clarify their whereabouts.

On July 4, 1982, Seyed Mohsen Musavi, Iran’s chargé d’affaires; Ahmad Motevaselian, military attaché; Kazem Ajavan, IRNA journalist; and Taqi Rastegar, technical advisor to the embassy, were abducted in Beirut by Lebanese Phalangist militias collaborating with the Israeli occupation forces. The diplomats were on an official mission at the time.

On the occasion of the 43rd anniversary, Iran’s Permanent Representative to the United Nations, Amir Said Iravani, sent separate letters to the UN Secretary-General, the Security Council, and the International Committee of the Red Cross, holding Israel and its sponsors responsible for this “deliberate and illegal act.” He urged the UN to create a special commission under its supervision to investigate the abduction and determine the fate of the missing diplomats.

Iravani described the act as “a clear violation of international law and a serious breach of the 1961 Vienna Convention on Diplomatic Relations,” as well as “a clear act of terrorism” under the 1979 International Convention Against the Taking of Hostages.

He condemned Israel’s persistent refusal to provide any information regarding the diplomats’ fate, calling it a “deliberate violation of its international obligations” and “a continuous form of enforced disappearance” that has caused deep and lasting psychological suffering to the victims’ families.

The ambassador also recalled Israel’s attack on the Iranian consulate in Damascus on April 1, 2024, which resulted in several casualties, including seven Iranian military advisors. “The deliberate attack against the diplomatic headquarters of a sovereign state in the capital of a third country, fully protected by international law, again exposes the brutal nature of this regime,” said Iravani.

He emphasized that Israel continues to commit these illegal acts “with total impunity and in violation of international law, including the UN Charter, the Vienna Conventions on diplomatic and consular relations, and customary international norms guaranteeing the inviolability of diplomatic premises and personnel.”

Iravani concluded by warning that Israel’s disregard for binding legal obligations and fundamental international norms “constitutes a direct threat to international peace and security.”

Iran’s demand for justice comes amid ongoing violations by Israel and its continued impunity. By calling for a UN-led investigation, Iran seeks to hold accountable those responsible for the abduction of its diplomats and to challenge a broader pattern of violations against diplomatic missions and international law.
