The document is an explicit disregard for the principles of self-determination and non-intervention, President Arce stressed.

On Tuesday, Bolivian President Luis Arce criticized U.S. President Donald Trump for perpetuating the criminal blockade against Cuba.

“The Presidential Memorandum issued by Trump to toughen his policy toward Cuba represents a new act of aggression against the Cuban people and government,” Arce said.

“It is an explicit disregard for the principles of self-determination and non-intervention and it reinforces the violation of the human rights of a population that has resisted for more than six decades a criminal and obsolete economic, financial and commercial blockade imposed by Yankee imperialism.”

“We join the call made by the majority of countries around the world — expressed repeatedly at the United Nations General Assembly and ignored by the United States — demanding the immediate and unconditional lifting of the blockade. All our solidarity goes to our brother President Miguel Diaz-Canel and the brave people of Cuba,” he concluded.

On Monday, Trump signed a National Security Memorandum that will take effect this month and strengthen the existing ban on U.S. tourist travel to Cuba. To enforce it, U.S. authorities will conduct periodic audits of travel records.

U.S. citizens and companies are also prohibited from doing business with the Business Administration Group (GAESA), a military-run Cuban conglomerate that owns many of the island’s hotels.

His memorandum also maintains the suspension of the “Wet Foot, Dry Foot” policy, which had guaranteed asylum to any Cuban who reached U.S. soil, regardless of how they arrived. The continued suspension aims to discourage irregular and dangerous migration, the U.S. authorities said.
